The doctoral researcher will be working under the supervision of Professor Joana Mendes. The doctoral researcher’s main task will be to prepare a doctoral thesis in the field of digitalization and European public law, with a particular focus on Administrative Law. The thesis work will be undertaken at the University of Luxembourg but can also be jointly-supervised with another university. The suggested field of the PhD is the impact of digitalization in administrative discretion and decision-making, and the PhD should ideally dwell on foundational aspects of public law in relation to digitalisation. The candidate is, however, welcome to suggest any other topic within the overarching project theme. The doctoral candidate will contribute to the teaching of classes ranging from one to three hours per week, of small group teachings and tutorials.

Machine Learning (ML) provides engineers with the prospect of producing data-driven software, with little manual code writing. We are at a turning point in the software industry, as key functionalities are no longer programmed in “the old fashioned way” but implemented by training ML models with data that reflect the expected system behaviour. This radical change offers a unique opportunity to further automate software production, subject to the condition that we can automatically maintain this combination of conventional code with ML models by developing accurate and actionable diagnosis and software update methods. The Geophysics Laboratory (GL) focuses on climate, sea level variability and geodynamics. The primary goals include satellite geodesy of new remote sensing applications and obtaining reliable geodetic measurements of environmental change and assessing the influence of human and natural factors in those changes. To do so, the group has developed a patented differential free-fall gradiometer as part of our activities in scientific metrology, advanced high-accuracy Global Navigation Satellite Systems (GNSS) techniques, provided interpretation of time variable gravity from space and improved the modelling of environmental effects on geodetic observations. In particular, the team investigates changes in the water cycle, the mass changes in the polar ice sheets, the dynamics of the Yellowstone Caldera. Additionally, the team focuses on space-borne GNSS-R for soil moisture and grazing angle GNSS-R for sea-ice studies over sea-ice covered regions.

A method that can accurately and efficiently predict the stable phase of molecular crystals will greatly aid the development of new pharmaceutical drugs [1]. If a drug is manufactured in a metastable phase that later converts to the stable phase, it can render the drug insoluble and ineffective. For instance, ritovanir, an HIV treatment, had to be recalled from the market after it began to convert to a more stable phase. The mistake cost approximately $250 million. There are several reasons why predicting the stable phase of a molecular crystal is challenging. The thermodynamic tability of a structure depends on the minute balance between intramolecular and intermolecular forces, in particular van der Waals interactions, Pauli repulsion, and hydrogen bonding, all of which necessitate a quantum mechanical treatment. Additionally, the free energy of the molecular crystal includes nonnegligible anharmonic vibrational effects. A state-of-the-art density functional theory (DFT) method developed in our group is the leading method for accurately predicting the stability of molecular crystals [2]. However, it is quite computationally demanding. We want to create next-generation machine learned force fields that can produce equivalently accurate results at a fraction of the cost, a game changer for drug development.

The university offers fourteen bachelor’s degrees, forty-two master’s degrees, and doctorates. Students at the university getting a bachelor’s degree are required to spend one semester abroad. The university also offers sixteen vocational training and lifelong learning training courses.

The university is multilingual. Courses are generally taught in two languages, being French and English or French and German. Some courses are taught in three languages and some courses are taught entirely in English.

The university has three faculties, the Faculty of Science, Technology, and Medicine; the Faculty of Law, Economics, and Finance; and the Faculty of Humanities, Education, and Social Sciences, and three interdisciplinary centers, the Interdisciplinary Centre for Security, Reliability and Trust; the Luxembourg Centre for Systems Biomedicine; and the Luxembourg Centre for Contemporary and Digital History. All the faculties offer baccalaureate, masters, doctoral, and vocational programs.
